Throughout the entireity of the Splatoon Manga, it is showed that Goggles is a comic relief character, being idioitic at times such as pantising people and going naked in battle for literally no reason. We know why this happens, to get the kids laughing;HOWEVER. I do not think Goggles is entirely an idiot.
Goggles has won so much in turf war to the point where he might just have the BIGGEST WIN STREAK IN TURF WAR HISTORY. This is why idols talk to him, and why Goggles is welcomed in tournaments regardless of his rank. He has lost a couple of times sure, but the times he's lost are the times that it isnt an important battle. Take in example Army vs Goggles in Splatoon 3. Sure his team lost, but its not a full tournament. You can bring up the time he lost to Skull, but ever since that period, never has he ever lost to anyone. My pesonal headcanon for this is because Rider still trains team blue, but i think he has to do with Goggles' intelligence as well.
Win streaks take time. And it takes even more time and skill to achieve a long one. Even the best of pros, they lose. Some get major lose streaks and it’s a thing that occurs. That’s why we learn and grow from it. I'm not saying big win streaks are entirely impossible, just difficult to achieve. this logic somehow though breaks with Goggles. In the most senseical logic, it can be just cuz he's the main character, and has plot armor. This statement is correct. HOWEVER if we look story wise into this, we need to start questioning ourselves. Maybe some paranormal energy? Whatever the point being; Goggles is not ordinary. win streaks like this are NOT normal.
Goggles most likely has everything he does calculated. He shows no fear, no worries. For all we know he could be god. All his stupid idiotic actions have meaning. Its like secretly, everything is planned.
Goggles is emotionally intelligent. He can solve everyones problems no matter it can be. He can change society and how its built. take the Octo Expansion arc for an example. Hachi and Goggles changed how society viewed Octolings.

He doesn’t play in ranked often that’s why. This is such a easy question. Wow. He mainly plays turf war and that’s it. As of right now in Splatoon 3 Turf War does not have rank and we don’t know if there will ever be a rank for turf war. As of time of writing though in the time Splatoon Raiders has released a few days ago, turf war does NOT have ranks.

Goggles does not live in Splatsvile, therefore he did not grow up with the culture of Splatsvile and that the weak shall be censored.
